    That would be a Pressure Reducing Valve, not a Pressure Relief. In principle it would be the same as a pressure regulator for an pneumatic application-say your shop air compressor was @120psi but your paint gun only needed 55psi you would have to use a pressure regulator. This hydraulic pressure reducing valve does the same thing, reduces pressure in one branch only. There will be an adjustment on it and you will need to set it to where the cylinder has enough force to move the load but hopefully well below system pressure.
