Default New Holland BR7060 loose bales

Any ideas why my NH BR7060 cannot get the bales tight enough? I have the density control on maximum. There is a JD 548 operating in the same field and it makes good tight bales. Could there be air in the density system or maybe the operator or is this the norm for NH balers? Both are baling oats that is in good size windrows.
