Case 1290 3 point won't work

A neighbor bought this Case 1290 with front end loader and 3 point hitch.
Even though there is good flow and pressure at the hydrologic break away the 3 point won't work at all. There is a power beyond on top the selective control valves for the remote on the loader.

I took the cover off the front of the left rockshaft where the oil flows to the lift cylinder and not a drop of oil is there with the tractor running and moving the 3 point selector.

On the right side of the rock shaft facing back is a cover where the draft sensing cable goes, ran the tractor with this cover and there is oil flowing there all the time. The flow doesn't change when you move the selector but does change when you turn the rate of drop knob.

All help will be appreciated.
