Turbines with little flow and pressure

Does anyone have any experience taking apart the bowls of a turbine? I can't run the pivots due to low pressure/very little water that the turbines are pushing through. I think maybe the turbines themselves are plugged so I'm trying to clean them but I can only get about an inch of space since that's how far the bottom bowl has dropped after it has hit the impellers on the inside, I think. First time doing this so I'm very ignorant and inexperienced with this.
