Your analogy missed one thing. Everyone in the designated area was forced to spray that fungicide at the same rate and they had to purchase it from the same supplier and manufacturer. All while the rest of the grain producing world (including BC and the East) was able to decide if they actually wanted to spray fungicide and where they want to buy it from if they do!

Even if your thesis that it was better over the long term was true, there is no way that either side will agree on a correct methodology to find out.
