It doesn't actually sense if the steering wheel moves or not. Its a pressure sensor on one of the steering hoses. If your steering never works i would change that sensor. Our quadtrac has had a couple go bad. They are expensive and a prick to change.
to answer the question torriem it just wont engage auto steering Right when I started having this issue when i got the auto to work I would have to turn the wheel a couple times to get it to manually steer again But now it just wont engage at all

I have no idea. On a quadtrac its between the engine and transmission. Just high enough up that you can't reach it so you have to pull the air cleaner out.
If you look on the caseih website the parts schematics should show where it is.
On my 4430 with Raven autosteer, the valve is between the frame rails directly below the front of the cab. You can take out and test with a multimeter, just have to press the valve inside with a screwdriver or something.
