My 2013 Steiger tractors(should be the same as yours) do the same thing when you dis-engage. However my Elmer's grain cart has an overrunning PTO clutch so everything coasts to a stop when you turn it off.:)

Here is an example of what I am talking about: TractorData.com - Overrunning PTO Clutch

Our 535 quad coasts to a stop, sometimes for ten seconds, what changed? Are you sure something on the cart is not bound up or full of resistance causing your issue?
It is possible that mine would coast if it were hooked directly to the momentum of the auger??? I have just noticed that it does stop and the over-ride clutch takes over from there.
