Running 30' md74 header. lifts pretty fast when oil is cold, but as she heats up the header takes as much as 20 seconds to raise from the ground to the top. The flow control under the arm rest does not change anything. combine is equipped with third cylinder.

where to start?

I also sugest your first step is to remove the head, park ver a ditch, and run thru the feeder cal.

Adding the 3rd cylinder requires more oil flow and will noticeably slow down the motion, but your raise rate control should still change the speed. The fact that it doesn't tells me you either have a electrical problem with that circuit/controller, or you pump is simply not providing enough flow to make any difference. Try raising the head while also swinging the auger or raising the reel--does the motion slow even further or does the other function work at normal speed?
