The PTO won't stop after a grain cart incident .
The control doesn't feel right so I took off the block where the control cable goes and everything appears to be ok.
What are the symptoms if the clutches are gone?

Not sure what an incident means but if it involves slipping the clutch pack and overheating it, the discs will warp and not leave enough clearance between them to release, so it runs even when shut off???

Well the details are sorta sketchy but the daughter was topping off the semi with the choke open to much and idled down , when I showed up the tractor was stalled and the auger was plugged,
Tried to start the tractor but it wouldn't turn over, turned out the PTO was engaged and the starter wouldn't turn everything fast enough to fire up.
Folded the auger in and then I could start it and clean it out, ever since the control feels wonky and the PTO won't disengage.

I realize the unit is cable operated but is it hydraulic pressure that in fact holds the the clutch engaged?
If so I wonder if the tractor loaded down, the pressure backed off enough it allowed slipping the clutch ultimately destroying it, locking it up and finally killing the tractor?
