imo, I would take the 9400 and chip it

A 9400 is not electronic fuel injection, only thing is turn the fuel up at the injection pump and that would be hard on that small engine.
I guess the 9600 is different then because we put a "chip" on one of our old ones and it woke it up a bit. Not sure exactly how it worked, but it did.
