check to see if pump is seized up first by turning clutch head. if not seized then check pressure with engine off and cold. a good rule of thumb is the pressure should be about the same as the ambient air temp. if it is too low the low pressure cutoff won't let the clutch kick in. if those two pass then start looking for power supply problems. the fuses almost never blow unless the pump is going out or there is a corroded connection.
