What is the difference in these 2 lug tractor tires? one isR-1 520/85R38 148A8/B and other is R-1 520/85R38 155A8/B. Other then a couple hundred dollars. It will be put on a loader tractor that doesn't do a lot. Pick stones, run auger and blow snow.
Will the cheaper one be OK?

Yes.
The only difference is the numbers 148 vs 155 which just indicates a slightly higher load rating for the 155.
Doesn't sound like you need 155.

yes, the load rating on the 155 is slightly higher .. it also depends on the brand of tires .. the 148 is approximately 6950 pounds per tire, and the 155 is approximately 8550 pounds per tire ..this is from the goodyear specifications
