I think this is it. Always wait for each page to finish loading before the next step.

Entering the site on standard desktop mode on an Apple 8 Plus using safari.

Go to the bottom of the last post ( or any other intended page where you may want to quote a posting) continue scrolling to the bottom of the reply area, click on GO ADVANCED.

Place the cursor in the Reply Box.

Click on the paper clip symbol above the upper right hand corner of the reply box.

A Manage Attachments page should appear.

Click on the upper CHOOSE FILE button.

In the new bottom window select PHOTO LIBRARY, or another option.

In the new window select CAMERA ROLL, if that’s where your photo is.

Carefully scroll your camera roll and touch the photo to be uploaded.

This returns you to the Manage Attachments page.

Touch the UPLOAD button.

When the upload completion bar disappears, note that there is a current attachment URL showing below the column of Choose File buttons.

Touching the red URL shown their will open the photo to be viewed (Optional). It’s easier if you don’t do that and continue.

Press the Close Window button in the bar at the top of the page to return you to the thread page ( Reply to Topic ).

Position the cursor in the chosen spot in the reply box.

Touch the Image button at the upper right of the reply box. (Mountain in a frame)

A window will open to attach the photo’s new URL.

Erase everything in the field in that window by touching it and eliminate all characters with the keyboard backspace button.

Touch and hold the blank field to display a Paste button.

Tap the Paste button to insert the new URL.

Touch the blue OK button in the window.

The image URL should now be attached into the Reply Box.

Scroll down to the first Preview Post button and touch that to preview your photo and text if you want to.

You can then repair spacing or fix errors inside the Reply Box.

Scroll down and touch the first Submit Reply button.

This displays the photo first followed by a thumbnail. The photo may be stripped out when the post goes to the form and the thumbnail maximized.

You must refresh your entry page into the form to locate your new post. You can’t find it using the back button because that is going back in time.

Will edit for any improvements.

Take a screenshot and upload it to postimages.org. Use the URL provided to embed the image.

Images can be hosted on a site like postimages, and shared here. We need a screenshot so we can see the whole error and anything else that may be broken or hanging on the site.

Have you poked on either of the links I have posted?
You should get the exact same thing to come up as I do?

It seems to be something with my account, tried windows with IE and failed and I had no trouble before with my phone (Samsung Galaxy S8 Activate) but the past ruffly month or a little better I have had no luck.
sorry I missed the part where you said you were using IE. Which version? 11?

If it works on your phone I'm going to assume that it's the browser.

I'd have to look to see what version IE is but it don't work on the phone or the desktop, and the only reason I tried the desktop was to verify it wasn't a problem with my phone.

But since I removed all adblocker's and deleted cookies and tried Google chrome on the phone with no success.

Like I said previously I believe it has something to do with my account. I had not switched anything on the phone or the computer at the time the link for "manage attachments" quit working for me.

If you're clicking on manage attachments, you'll need to allow pop-up on your browser.
It could be that you're disabling pop-ups for the site.

On Chrome give this a test:
Click the Chrome menu on the browser toolbar.
Select Settings.
Click Show advanced settings.
in the "Privacy" section, click the Content settings button.
In the "Pop-ups" section, select "Allow all sites to show pop-ups." Customize permissions for specific websites by clicking Manage exceptions.

On IE give this a test:
Open Internet Explorer, select the Tools button, and then select Internet options.
On the Privacy tab, under Pop-up Blocker, select or clear the Turn on Pop-up Blocker check box, and then select OK.

Got another update and now it looks like I can load a pic with Google but hopefully we can get Samsung Internet to work again because Google dont need to know what I'm up to.
Having no luck with IE either.
I'm assuming that browser is the Samsung browser?
What happens if you use Firefox?
