The shaft on the outside pulley broke off and im trying to take off the jackshaft arm so i can remove and replace the shaft. The bolts turn in one end but not the other and the sleeve is turning with the bolt on one side. Any suggestions on how to get out?? Help is much appreciated!

Retighten the outer one with a good impact wrench. Pull down on the assembly with a ratchet strap or something to put pressure on the bushing. Then remove the inner bolt with a wrench or socket (no room for impact). Then remove the outer bolt with impact and lower the assembly.
