I have located a place that they think they can balance my rotor on a balancing machine .

They say they can only run up to 500 rpm .

Question is if a rotor is balanced at 500 rpm will it still be balanced at say 1000 or so rpm ?

I would say that it should be balanced at a higher speed. I have seen many combines that ran smooth at 500 rpm, but developed a very noticable shake at higher speeds. When I had to balance a rotor, I always did it in the combine, I did not send it anywhere.

Yes 500 rpm is plenty fast enough, balancing machines are very sensitive. Notice the tire shop doesen't spin your tires at 70 to balance them and they are fine. TORQUE
