Could it be that the clean grain sieve is closed too much causing it to just work like a shaker screen and it's over burdened with kernels.
If so, setting it requires a different approach by not only opening the lower sieve significantly, but also closing the top one a fair bit to stop the majority of the airflow that can't get through the bottom sieve from simply taking the path of least resistance between the two of them and out through the top one.
