probably the governor shaft seal on the injection pump. quite common on these engines and easy to fix without removing the injection pump. just remove the air crossover and then the governor section off of the injection pump as per the cat service manual. cleanliness is very important and make sure the internal governor spring/springs are correctly installed upon reassembly. good practice is to have an air shutoff plate handy upon start-up to place over the air crossover in case of internal governor binding due to spring misalignment or other internal reassembly problem. good luck
