I know nothing about Pea stubble , but we do use radish on some ground .
We run 3 to 4 lbs of Tapper Radish with some oats as a cover crop on winter wheat stubble that gets liquid hog manure post harvest to retain nutrients and cut back on soil erosion.

Typically mid august timing , we incorporate the manure and then broadcast the radish and oats which is then harrowed in . you want the radish at least covered up , if you leave on surface the germination goes down dramatically. This radish likes to be seeded 1/4 to 1" deep.

As long as you get some moisture within a few weeks they are up and going , if you give them 45 to 60 days growing those radish can get quite a root on them.
Last fall we actually ran 2 lbs / ac on with the winter wheat seed in mid September and we had quite a good catch. Did that to try to pull some N from down deep and supply it to the wheat this spring , seemed to work OK this season.
Nitro Radish is good , but i find they demand too much of a premium for what we get , could be the dealer , not sure why it is priced the way it is.

We use the Tapper Radish because it is a fair bit cheaper than the Nitro radish , but the tubers do not get as big in diameter either , we find that the roots are just as deep or deeper. I have found that the rates the radish seed companies recommend are probably at least double what you actually need , the radish that we have now for seeding in August are showing 40,000 seeds / lb , so 3 lbs / acre is 2.75 / sq ft if you get them all to grow.
Cattle really seem to like and do well on the tops in late fall , the radish will kill off at around -10 deg C, but up until then the tops seem to regrow once chewed off.

Another thing to consider is you may not want to put radish to close to your house , they get quite an unique smell to them when they decay.
